About HAC:

Incorporated in 1974, the Housing Action Council is a regional not-for-profit organization dedicated to expanding housing opportunities for low- and moderate-income households throughout Westchester, Rockland, Putnam, and New York counties and other parts of the Hudson Region. HAC’s role is to provide technical assistance and to expand the capacity of community-based organizations to sponsor affordable housing developments and to partner with affordable housing developers. It is dedicated to building a more favorable climate for affordable housing by identifying, training, and assisting community leaders to advocate for housing in their communities.

Overview:

The Housing Program Manager/Counselor will administer and implement its income certification and counseling programs in compliance with HUD guidelines and State and local affordable housing rental and homeownership programs. Housing counseling will include pre- and post-purchase homeownership education on a one-on-one and group basis and administration of grants for homeownership programs. The Housing Manager/ Counselor will ensure that all client files remain in compliance with HUD guidelines and audit ready for grant and funding compliance.

 Responsibilities include, but are not limited to:

  1. Income Certification & Recertification: Process households for affordable housing programs and determine eligibility. Verify income and assets. Maintain and update various logs and books related to the orderly maintenance of records.
  2. Financial Analysis:Analyze clients’ financial documents, including income statements, tax returns, and credit reports, to assess their eligibility for housing programs, loans, or other forms of assistance.
  3. Documentation Assistance:Assist clients with completing housing applications, rental agreements, and other necessary documents accurately and in a timely manner.
  4. Education and Counseling: Meet with clients to assess their housing needs, understand their financial situation, and identify potential challenges or barriers to stable housing. Provide information and guidance on topics such as budgeting, credit improvement, fair housing rights, and mortgage options, through one-on-one counseling sessions or group workshops.
  5. Resource Referral:Connect clients with community resources, government programs, nonprofit organizations, and other support services that can help them address their housing needs and achieve their goals.
  6. Continuing Education:Stay informed about housing laws, regulations, industry trends, and available resources through ongoing training, professional development, and networking activities.

Qualifications:

  1. Bachelor’s degree in social work, psychology, counseling, finance, or a related field preferred.
  2. 3 years’ experience in affordable housing with certification experience or affordable multi-family leasing or compliance.
  3. Certification in the Low-Income Housing Tax Credit (LIHTC) program and HUD Housing Counselor Certification preferred. Certification will be required for maintaining this position.
  4. Knowledge of fair housing laws, HUD guidelines, the LIHTC program, mortgage lending practices, rental regulations, community resources and other relevant housing-related policies preferred.
  5. Strong communication, interpersonal, and advocacy skills.
  6. Ability to work effectively with diverse populations and demonstrate cultural competence.
  7. Proficiency in using computer software and databases for record-keeping and reporting purposes.
  8. Experience in counseling, case management, or related fields preferred.
