Carver has an immediate need for a Youth Workforce Development Manager in our Programs department. We are seeking candidates who are available Monday through Friday from 9am – 5pm. Candidates with experience working with young people preferred.

Driver’s License required. Bilingual in Spanish preferred.

 

Position Specific Duties/Responsibilities:

Participant Recruitment, Enrollment & Assessment

  • Conduct targeted outreach across Westchester County to identify and recruit eligible youth for Youth Employment Program (YEP), and Workforce Development Academy for Youth (WDAY/WIOA).
  • Verify participant eligibility in accordance with WDAY, YEP and SYEP guidelines and maintain compliance documentation.
  • Complete intake assessments and bootcamp to identify academic levels, career interests, work readiness skills, and potential barriers.
  • Develop and maintain Individual Service Strategies (ISS) tailored to each participant’s goals and needs.

 Program Management & Delivery

  • Oversee day-to-day workforce development coordination of WDAY, YEP, and TANF SYEP programs, ensuring services meet the unique goals of each funding stream.
  • Develop and deliver job readiness training (Boot Camp), career exploration activities, and soft skills workshops for youth participants.
  • Organize employment experiences through TANF SYEP & YEP, including employer recruitment and youth placements.
  • Support out-of-school youth through WDAY by developing individualized career and education plans, connecting them to credentialing programs, and assisting with long-term career pathways.
  • Provide individualized coaching and case management to youth participants, addressing barriers to employment and education.
  • Support youth with accessing academic support, GED/HSE preparation, postsecondary planning, and credential programs.
  • Monitor youth progress and maintain regular communication to encourage retention and success.

Employer & Community Partnerships

  • Build and maintain relationships with local businesses, nonprofits, government agencies, and training providers to develop quality job and internship placements.
  • Match youth with appropriate work experiences based on skills, interests, and career goals.
  • Conduct employer site visits to ensure safe and meaningful work experiences that meet program objectives.
  • Serve as the primary liaison between Carver Center, employers, and youth participants to resolve workplace issues and ensure positive outcomes.

Compliance, Data & Reporting

  • Ensure programs comply with WDAY, YEP, and TANF SYEP guidelines, performance benchmarks, and reporting requirements.
  • Collect and maintain accurate participant records, case notes, attendance, and outcome data.
  • Enter data into NYS Department of Labor (OSOS) reporting systems in a timely manner.
  • Prepare reports for funders/higher level on enrollment, completion, placements, retention, and outcomes.
  • Participate in program monitoring, audits, and evaluations to demonstrate accountability and impact.
  • At the request of the Senior Director of Programs and/or Chief Program Officer, generate reports as required.
  • Perform other duties as assigned.

 

Position Qualifications:

  • Associate’s degree in social work, Human Services, Counseling, Education, or related field, Bachelor’s degree preferred.
  • At least 2 years of experience working with youth, young adults, or vulnerable populations; workforce development experience strongly preferred.
  • Knowledge of WIOA/WDAY guidelines and/or case management in federally funded programs is a plus.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to build rapport with young people, motivate participants, and hold them accountable to their goals.
  • Proficiency in Microsoft Office Suite and case management databases (Bonterra – Apricot 360 and OSOS – One Stop Operating System, experience a plus).
  • Ability to communicate clearly and effectively, verbally and in writing.
  • Flexibility, with the ability to adapt to changing circumstances.
  • Bilingual (English/Spanish), preferred
  • Must be able to travel within Westchester County for outreach, partner meetings, and participant support.

 

Position Overview:   The Youth Workforce Development Manager is responsible for the coordination and implementation of workforce development programming at the Port Chester Carver Center, with funding support from the Workforce Innovation and Opportunity Act (WIOA), the Youth Employment Program (YEP), and the Temporary Assistance for Needy Families Summer Youth Employment Program (TANF SYEP). The Youth Workforce Development Manager is also responsible for the supervision and oversight of the Workforce/Youth Employment Specialist.

 

This position plays a critical role in helping young people (ages 14–24) gain the skills, experience, and opportunities they need to succeed in school, work, and life. The manager will guide participants through career readiness training, academic support, and individualized coaching while also working directly with local businesses, organizations, and training providers to create meaningful job placements, internships, and career pathways.

 

This role requires a balance of program management, youth engagement, and employer relations, ensuring that the Carver Center is both preparing youth for success and meeting the needs of the regional labor market.

Founded in 1943, Carver Center began as a small storefront daycare program for African American children whose parents worked in wartime defense plants. The Carver Center grew to be a small food pantry and childcare program that operated out of a rented synagogue basement for over 50 years. In 2000, Carver Center moved to our current location—a 50,000 square foot building that features classrooms, multi-use rooms, a 25-yard heated indoor pool, saunas, a full-court gymnasium, movement studio, a fully equipped kitchen, tech lab, food market, and a STEAM makerspace.
