Yonkers Community Action Program (YCAP) is seeking an experienced, mission-driven Deputy Director to join our Executive Leadership Team. This is a unique opportunity for a strategic and collaborative leader to help advance YCAP's mission of empowering individuals, strengthening families, and building stronger communities throughout Yonkers and Westchester County.

As the second-in-command of the organization, the Deputy Director will work closely with the Executive Director to provide leadership, operational oversight, and strategic direction across the agency. This position plays a critical role in ensuring organizational excellence, regulatory compliance, program effectiveness, and long-term sustainability.

Position Summary

The Deputy Director serves as a key member of YCAP's Executive Leadership Team and supports the Executive Director in advancing the organization's mission, strategic priorities, and organizational performance. The position provides executive oversight of administrative operations, human resources, compliance, technology, fundraising, and agency programs while helping ensure high-quality service delivery and positive community impact.

The Deputy Director may act on behalf of the Executive Director as delegated and is responsible for fostering a culture of accountability, innovation, collaboration, and trauma-informed practice throughout the organization.

Key Responsibilities

Executive Leadership

  • Partner with the Executive Director in agency management and strategic planning
  • Support implementation of organizational goals and strategic initiatives
  • Provide leadership across departments and programs
  • Promote a culture of continuous improvement, accountability, and service excellence
  • Serve as the Executive Director's designee when required

Agency Operations

  • Oversee day-to-day administrative functions and office operations
  • Manage administrative systems, purchasing, vendor relationships, and facilities coordination
  • Support staff engagement, professional development, and organizational communications
  • Lead operational improvement initiatives and organizational growth efforts

Human Resources Leadership

  • Provide executive oversight of all human resources functions
  • Supervise HR staff and support recruitment, onboarding, retention, and employee relations
  • Ensure compliance with employment laws, regulations, and agency policies
  • Oversee benefits administration, HRIS systems, payroll, and workforce development initiatives

Compliance, Risk Management & Safety

  • Lead agency-wide compliance efforts and regulatory oversight
  • Coordinate audits, monitoring visits, accreditation activities, and assessments
  • Oversee safety initiatives, risk management processes, and organizational policies
  • Present compliance and operational reports to executive leadership and the Board

Program Leadership & Oversight

  • Provide executive oversight for agency programs and services, including Consumer-Directed Services
  • Monitor program performance, outcomes, compliance, budgets, and quality standards
  • Supervise program leadership staff and support continuous quality improvement efforts
  • Ensure programs align with YCAP's mission, strategic priorities, and community needs

Technology & Infrastructure

  • Oversee organizational technology systems and IT partnerships
  • Support cybersecurity, systems implementation, and operational efficiency
  • Guide technology planning, procurement, and modernization efforts

Board, Community & External Relations

  • Support the Executive Director and Board of Directors on governance activities
  • Prepare reports, presentations, and Board materials
  • Represent YCAP at community meetings, conferences, and public events
  • Assist with fundraising, grant support, donor engagement, and community partnerships

Qualifications

Education

  • Bachelor's degree in Human Services, Business Administration, Public Administration, Management, Nonprofit Leadership, or a related field required
  • Master's degree preferred

Experience

  • Minimum of five (5) years of progressively responsible leadership or management experience
  • Experience in nonprofit organizations, community action agencies, human services, public administration, or related sectors preferred
  • Demonstrated experience supervising staff, managing operations, and ensuring organizational compliance
  • Experience supporting Boards of Directors and managing multiple funding sources is highly desirable

Knowledge & Skills

  • Strong leadership, organizational, and strategic planning abilities
  • Knowledge of nonprofit management and community-based services
  • Experience with human resources administration and employment compliance
  • Understanding of risk management, regulatory compliance, and operational oversight
  • Excellent written, verbal, and presentation skills
  • Strong project management, problem-solving, and decision-making capabilities
  • Proficiency in Microsoft Office, HRIS, payroll systems, and cloud-based technologies

Requirements

  • Valid New York State Driver's License
  • Ability to travel locally and regionally as needed
  • Ability to work occasional evenings and weekends for Board meetings, community events, fundraising activities, and agency operations
